>>40450975I can see Polteageist going to either of them. The thing with Team Rocket is that they typically use odd-looking Pokemon. Not menacing, just odd. Polteageist and Impidimp both give off that vibe.
Which is a shame because, if by some chance Impidimp evolves, it might be too evil-looking for Team Rocket to get.
And if James gets Impidimp, he's getting yet another unevolved Pokemon for another region.
