So both generations introduced ~100 new designs overall, but the forms ate into the number of actual brand new Pokémon. With that in mind, we can safely assume that this will be the general formula going forward; ~100 designs, minus however many new forms are introduced.
SS has equivalents to both Mega Evolutions and Alolan forms, so that probably means one of two things;
>SS will introduce as many new forms overall as XY and SM combined, ~50
>SS will introduce as many new forms as XY and SM averaged, ~25
So, based on the formula, the total is likely to be somewhere in the ballpark of 50-75 brand new Pokémon.
Currently there are 8 Gigantamax forms and just 4 Galarian forms (although it's safe to assume Rapidash will get one as well, so maybe bump that to 5), so the maximum number of brand new Pokémon we can reasonably expect based on what we know right now is ~88.
