"Handheld mode" or not is irrelevant. The game is made on a system designed to be played portably, to the point there is a version of the system that can ONLY be played portably.
I agree that the game is not constantly like that, but it is absolutely prone to getting towards that during perfectly normal play. The game has some impressive shit but it also clearly can't maintain it.
To get into personal opinion, I think Pokemon looks much better in battle due to the locked down visuals of a static arena, but in open areas looks worse due to low res textures and minimal foliage. But my initial point was not that Pokemon looks better, it was that Xenoblade 2 is a poor example of what devs should aim for because it's one of the few first party Switch games that suffers heavily from frame rate drops and dynamic resolution drops. Which to me, is far more visually jarring than the issues Pokemon SS has (unless of course, SS has frame rate drops or dynamic res scaling that can get too low too, but we don't know that yet, if it does then yeah)
