When kids hit 12 - 13, it's pretty common here in England for non-immediate family members to give money in cards, rather than presents (idk if it's the same in the US), depending on how many relatives you have, it can end up stacking up pretty quickly (even as a kid, I usually got £10 - £20 each from each relative, I have a lot of aunts and uncles so it wasn't uncommon to end up with £200 per birthday, more than enough to pay for website hosting).
Serebii also lives in Bournemouth and is currently mortgaging a house, which is a pretty expensive part of England (not the most expensive, but it's up there, especially being next to Sandbanks, which is the most expensive part of England). So I'm willing to bet his family have a fair bit of cash.
