Even in older Pokemon games, you could catch incredibly high level Pokemon if your team was severally underleveled.
It’s like in Other M where you are told by NPCs not to use your weapons.
If difficulty, something you claim they will “balance” was a concern, why not prevent you from using them, rather than outright preventing you from catching them?
Why not apply the trade level cap to non-traded Pokemon?
Why not revert their levels depending on Gym Badges?
Why not have gyms that set levels?
