All 3 prevos are redundant, combine them into a singular normal-type monkey that can evolve like eevee, but should only ever stick to these three types. If you want to make it unique, maybe it can have different form changes that coincide with the different types, that way it could possibly work with the first gym idea too.
Next make the final evos more varied. Base them on different types of monkeys instead of just elemental cartoon monkeys, so they add more to the dex as a whole instead of just existing to exist.
Then finally play more into the "3 wise monkeys" idea in the final evos so that concept is communicated more clearly and they have a more clear and interesting origin instead of being more vague. I think they'd be appreciated so much more like this.
