Vikavolt is particularly egregious.
I've heard it said before that the reason fast mons in the lore aren't fast statwise is because the speed stat is more of an agility stat(hence why Escavalier has a low stat despite being described as fast), but Vikavolt with it's acrobatics and sharp turns would be the perfect example of fulfilling the "agile".

I feel like that's bullshit semantics. In order to be agile, you have to be fast. Plus, the entry says it flies at high speeds. Unless high speed is 2 mph in alola, I don't think base 43 speed qualifies.
