Kukui set it up so to show Alola in general how the thing worked out (and as evidenced by the stinger at the end of the episode, he's going to be thinking of bettering the League for its second edition). Fact is Ash satisfied the requirements, had any existed by passing his Trials and Grand Trials (which were basically gym badge expies) and fought to progress through the League as he always did. Then, due to him constantly showing through the series how bloody good he was (including registering clean wins over the Island Kahunas, many of which you're aware were E4 members in the games), skipped straight to an all-out exhibition with the strongest Trainer (and an acknowledged Champion) in Kukui.
I get it, you're pissed off ikku-z lost and seething Ash won in Alola. But you'll need to learn to cope with the fact it's canon to the series, despite your personal thoughts on it. Anime wrioters don't give two shits for you, or did "BURSATTO BAAN!" not already clue you in to that?
