If you only have NO EXP modifier code active, what would be the best strategy?
I can imagine combining this with some XCOM style nuzlocke where you have to release all your pokemon that die, but you dont lose the game if you lose a battle.

Hard to say. My big problem with no exp runs is just how incredibly repetitive they become. You're super limited even in XY.
Maybe just use a randomizer but don't enact Nuzlocke. Make it so you have to catch 6 new Pokemon after every gym, and then release your old Pokemon. After the sixth Pokemon, you can't catch any more until you beat a gym.

The good old days when GF thought "no exp" was a good enough DRM to scare the pirates away but they cracked it day1 anyway and still preferred not to use it because they wanted a challenge.

BW(2) came with an AP feature where pirated games wouldn't get experience on their mons. It was cracked in minutes but some dudes decided to play that way by catching new mons to keep up with the levels.
