It's not that hard to make a game like that. Given that you can access to the ripped models and animations of pokemon (which as far as I know they are accessible, I have only the rigged models).

Then it's just designing a regular 3d videogame which isn't very hard to do nowadays. The problem with GF is that they need to make everything for the moped nintendo consoles.
