You realize TCPI decided things like Ash-Greninja, putting it in Smash and giving it the best stats and abilities of the Gen 6 starters long before we even knew what a Greninja was, right? Zoroark is weird because it was very clearly meant to be Lucario 2.0 but it got dropped really quickly when it failed to gain that level of popularity.
Gen V doesn't really have an obvious last shill mon, now that I think of it, at least nothing on the levels of Incineroar, Greninja, or Charizard.

Actually Sakurai decided on both picks. He just happened to like Greninja and Incineroar's designs better than the other starters.
Honestly, I kind of think the only reason TCPI went all in on shilling both was because of Sakurai's choice.
I'm willing to bet that School Shooter Owl was GF's shill pick before Sakurai stepped in, which is why it was used for Pokken instead of Furfagbait Tiger. It probably entered development before Sakurai had decided on his own pick for Smash.

Gen 5 had no shillmon because they didn't bother to try again once Zoroark failed, and that was partly due to self sabotage on their part (locked behind an event in BW1 and Team preview taking away the uniqueness of its ability).
The advertisement for Gen 5 overall was weird, and I don't really think it was caused by the negative reception to its Pokemon but contributed to it. There were a few mons they could've shilled, like Volcarona or Hydreigon.

I find it odd that every time a new Pokemon gets into Smash starting from Brawl onward it’s been a shillmon though. Not to mention it’s very convenient that Charizard was the PT Pokémon that remained when they go to cut in 4. What's this "people don't like Gen 5 meme"? Only Pokemon non-fans, AKA Genwunners who don't even play the games don't like Gen 5. Gen 5's real victory was it's human characters with Ingo, Emmet, N and Elesa all being wildly popular. When N gets into Masters it's going to be a huge event.
