It's something that would have helped your point but you didn't read far enough. There are other dex entries that state it clings to the ground, and that it runs through snow fields. The point is, it can be pure ice or ice/ground. It only has two dex entries that support it as a steel type when nothing about its appearance suggests steel and its name (I didn't suggest changing the name) + another dex entry support it as a ground type.
