Singular they has existed since the 14th century for situations where you don't know the subject, or even for general use if you feel like it since English can be a pretty loose language at times. "They left their book behind." or "The killer was very sloppy. They most have left a clue."
It's not meant to be a pronoun to refer to yourself the way he/she, and it's use is discouraged in formal writing since formal writing should be specific and to the point but it can still be used as a singular pronoun for non-specific situations.
