even if you try and strike a balance, there's absolutely no guarantee that this balance will be engaging. if AI is rewarded for fucking up, say, 25% of the time (which would create decent odds for engaging battles), you'd assume it just makes the occasional error here and there, but it may just completely throw 1/4 battles and curbstomp the other 3/4 - resulting in 100% of battles being unengaging
you cannot rely on an algorithm to make an engaging experience for people without setting up an algorithm to determine which AIs get rewarded so complex that you may as well do it by hand (at least, you can't rely on an algorithm to do this yet)
