Why exactly do NPC trainers almost never use starter Pokemon, besides them being rare?

They want the starter to feel special to the player. If a lot more early trainers had a mudkip or chimchar, your starter would feel a lot less special

Gamefreak tries their best to make the games as braindead as possible. Why would they give NPCs overpowered starters?

I think most people get their first pokemon from a relative. There's a few NPC trainers who tell you they got their first pokemon from their father/brother/etc. Then you have Wally getting his Ralts from you. So most people get their first pokemon from the areas surrounding where they live.

Likely because they don't own one, in the games outside of sun and moon (I don't know why trainers in SM or USUM don't use starters) receiving a starter Pokemon from a professor isn't something that happens for every starting trainer, it's more implied that professors choose potential trainers or in situations like Hugh, his stater was a gift from a family member
