It's stupid because its design did nothing to accommodate its lore. Seaweed that conveniently always takes hold of the same kind of anchor and steering wheel all over the seas. Boy, whoever made those ships back in the day must have made a killing!
It's try hard because of how it tries to subtly sneak a face on the design as if it were clever. It's not.
Spiritomb is an example of a ghost pokemon done well with great lore. Dhelmise is the worst case scenario. Klefki is the fairy version of the same mistake. It would be cool if the keys on it were randomized.

I don't think it was ever said that its anchor and wheel aren't natural parts of its body.
Plus, saying that something isn't clever without reasoning is stupid. There's no real justification you can use as to why, specifically, the compass eye and gap-teeth don't qualify as reasonably clever.
And I like Spiritomb, but as a pokemon, it's design is relatively uninspired. Generally, pokemon (other than the ones that are literally animals) are either abstractions/exaggerations of real-world things or combinations of things which emphasize their overlap. This isn't to say the pokemon's concept isn't great (in that respect, it's far better than dhelmise's abstraction of a ghost ship), but the prayer beads in spiritomb's design are literally the only connection to its inspiration.
