Its because Red was meant to have Bulbasaur from the very beginning, Adventures, LGPE, The old art with all three together and where the female character Blue/Green first appeared and even in an old pic i'm going to post it shown he chosen Bulbasaur.
The other counterparts of him has him picking Pikachu and then obtaining the other starters or Charmander like in Origins.

Red's actual canon team is based on the event Pokemon encounters from Yellow, which is why his highest-leveled mon is Pikachu.
Charizardfags are using out of game sources, Bulbafags are using promotional art. Ingame canon is pretty clear: it's Pikachu.
LGPE is the exception, since a brand new character takes the role of the main Pikachu trainer and the destroyer of Team Rocket.
