Pokédx entries say that this is an issue for Charmander, but has Charizard ever been shown to have the same problem? I think that Charizard has been animated to be completely submerged in water at least three times (in Charizard's Burning Ambitions, Those Darn Electabuzz, and Pokémon Origins). Alain's Charizard even uses the tip of its tail to splash up some water.
