Honestly, the dex cut is a good sign. Pokemon went bad when they jumped to 3D, maybe games with less Pokemon in 3D will have more content. It's a lot harder to make a model than a single sprite that's mostly static.

They are different and take a little time to get used, but those moving sprites actually work more than fine. They add a bit of character to the mons (something the post-Gen II sprites were missing, and same for the 3D models since).

Zelda games have had overworld encounters since the first game. GSC had you messing with a farfetch'd in the overworld. It doesn't seem difficult to do at all.
Besides, the shaking grass mechanic from gen V is a better version of overworld encounters anyway.
