Charizard just comes out and does it.
Chairzard is also pretty much one of the best drought setters and he uses your mega slot (Not that any drought users not named Groudon are good at their job because of rocks, when you can make the argument that Torkoal is a strong drought user compared to its competition there is a problem)
Basically for Houndoom to beat out Charizard you gotta either A.) Run Sunny Day, or B.) Run Torkoal or Ninetales neither of which are good options
