I don't like grovyle's long head leaf, don't like the weird bird feet, and it looks off without a proper tail. The arm leaves/feathers are cool though, I think that's one thing it has over sceptile, though even then I guess you could argue that they look weaker than sceptile's blades.
Also I played the gen 3 games before Time/Darkness/Sky and grovyle looked pretty bad in those, that may have colored my perception of it.
