Pokemon doesn't really put much motion into their designs anymore, not in sprites, models nor concept art.
And that's a shame, because putting effort into that, really is part of convincing the fandom what this creature is. It's visual rhetoric.
When someone sees the official Samurott art, what does that convey? "He's got a big horn you need to watch out for" and that's all i can think of.
But OP's pic, that makes him look like a fighter, a force to be reckoned with. And it puts more focus on the helmet, while also giving the design more other things to focus on.
Sure, as the other anon said, its' proportions don't work like that, so they should probably go for a different design.
But to me, this is still better than the average boring-looking stuff we got.
I mean, most people didn't even get that he had "swords" he could unsheath. Meaning they dropped a key part of its' design from the artwork. And that's just stupid
