Being like birds, they can't control when or where, thus not needing toilets. They must simply shit their pants while on the move.
This is because all pokemon, including mammal and ape-like species, lay eggs. There is no such thing as live birth in the universe, and so humans lay eggs and therefore do not have the ability to plan their shits ahead of time enough to use toilets.
