The "less is more" argument works for remoraid because it's pretty clear that there's more going on than "it's a fish!" with its weird shape, while the beta version pretty much just makes it a gun with fins.
On the other hand Octillery's beta form actually adds a lot to the design without being a literal tank with octopus features. Octillery's current form is literally just an octopus, there's nothing specifically referring to it being a tank, that "nozzle" sort of mouth is just a generalized feature that every stylized octopus has in Japan.
Also aside from actually looking like a tank, I like it actually having octopus eyes instead of the standard cartoon eyes.
