How many people have an ice type move on stand by? Even if you do, it won't kill Garchomp in one hit, his defense is too high, and that's if you even get to attack because of Garchomp's speed. But even if you do get a hit on him, he will kill you right back with Stone Edge, or Earthquake, or fuck it, Dragon Rush, because with a STAB type effectiveness doesn't matter.
Now, do you have a second pokemon with an ice type move? Will it also be fast enough to move before Garchomp? Odds are no, and you lose.
