"SwoShi reused models for old pokemons1!!" doesn't change the fact it still features a huge brand new 3D map with far mode detailed character models to the point where even minor NPCs have fully rigged faces and hands instead of painted-on expressions and dog paws, not to mention multiple much more intensive online features than what was done in the 3DS games and more.
Tembo is a 3-hours-at-most 2d tile-based 2D platformer, significantly easier to make than even Let's Go.
I don't even know why you think this is an argument? Intlelignet System's made Pushmo, still struggled like ehll when doing a new console Fire Emblem, had to hire an army of outsourced help and it still ended up ugly. HAL Labs had done other smaller HD games but still had massive problems doing Star Allies.
By all means, it's clear that some projects in HD are significantly more ambitious than others, in the same way non-HD games also had signficantly more ambitious projects than others. You'd have to be actualy fucking insane to ever argue that something like Tembo or LGPE means "they should already be ready to make The BOTW of Pokemon!!"

By all means GF Is still in charge of all other assets, systems, online network systems and more. Masuda even specifically said the bulk of their new employees hired for SwoShi were people chosen to work on Network and graphical assets.
