It was a pity throw to let Bulbasaur and Squirtle do something. Why bring those two in if Charizard could solo the team? It was pretty obvious, especially keeping in mind Charizard has beaten a Poliwrath, Golem, Blastoise, Articuno, etc in the past.

Writing-wise, there was no reason to bring Charizard back, it was purely a ratings stunt. And I say no reason because Charizard literally did nothing during its return. Decolore Islands was just a filler arc with no battles to begin with, so Charizard was especially pointless.

It already got its moment after beating Articuno, the show didn't need another one since the other pokemon need focus too. I mean, that fight had Ash ordering a fighting move on a ghost type on the critical moment and a fire pokemon losing because of burn. People gave Ash shit for the poison vs steel recently but funny stuff has happened long before that.

The Pokémon scaling in the anime is very bad as you have stuff like:
