The city is tossed into chaos as a result of his own actions, and he's propped up and given the recognition for doing so. He laces it in a manipulative way where you're supposed to feel bad for him, the "one bad day" shit but ultimately the story is "I killed a bunch of people and everyone went on a rampage." Right down to the end that's all he wants because that's what the character is at his core.
