Nintendo has, they are cracking down hard, but because of how Pokemon works in that you can local trade between offline systems, even banned ones, ,plus Pokemon Home existing, there is going to be a shitload of hacked Pokemon everywhere same as before.
It won't be as bad as the 3DS for sure, since it won't be as accessible (need year 1 Switches, can very easily get your entire console banned from online forever, etc), but it's not going away.
At least those Wonder Trade bots used by Twitch attention whores should go away though, hated getting those.
