It also allows you to get them earlier on in the game. Pokemon like Lucario, Jynx, Sudowoodo, Snorlax and Mr. Mime are pretty strong in-game and giving them baby forms allows you to get them earlier in the game without being overpowered in some regions eg. Unova and Alola.

It's literally what "Baby Pokemon" means officially. If it can be obtained by breeding, and is in the Undiscovered egg group, and can evolve, it's a baby Pokemon. Togepi and Riolu are probably classified as babies because you get them as eggs in the games they debuted in.

biggest mistake with baby mons was the friendship evolutions
it means that their existence is actually harmful a lot of the time because by the time they evolve you could have already had the evolution for a while without it being gamebreaking
gen 2 did it best because they were almost all level up evos

Its to make the pokemon more usable in game and make it so that they can give you the pokemon earlier on in the adventure. Electabuzz can't be placed too early on in the game but elekid can be.

Did Roselia really need a pre evo? Some of them make a bit of sense, like Munchlax etc make sense but even then rarely ever come early. Half the tjne you cant find them in the wild, in gen 2 all had to be bred, except the odd egg and tyrouge. Gen 4 actually tried to give them away, but guess what in DP magby and elekid were post game, and only budew came before mid game, like mime jr. comes right where you should be at the mid stage of your starter, in RBY you could have Mr. Mime at this point and it wouldnt break the game.
