>Honestly, the stats aren't so atrociousAre you high? Yes they are. It's slow, fairly frail (especially on the physical side), and weak, with a measly 92 attack and a useless 65 Special Attack. It can't effectively fulfill any role at all.

It would also totally change the flavor of his stat spread. You'd basically just turn him into yet another generic specially-oriented Water type, and one outclassed by just about everything at that.
