So are they ever going to give us a starter that evolves into a dragon type? Why are they so focused on “type balance”? Does it even matter?

Megas are gone though, so we don't have yet a final stage starter who's dragon type. But we have a steel starter (Empoleon) and a fairy one (Primarina) so I can see them doing a dragon one because those two types are way more OP than dragon is

Yes, because making one that has anything to do with a ghost is be impossible. Decidueye is a forced ghost.
