The reason is because they attempted to account for the fact that OG Pokemon fans were growing up, getting older, acquiring more mature taste in their entertainment media. This was one of the only attempts (outside of B/W) where the devs actually tried catering to Genwunner's REAL desires by aging the games up with them. Contrary to popular belief, Genwunners do not just want Kanto pandering, they also want the series to be "cool" again. And Colosseum definitely delivered on that coolness factor regardless of some gameplay shortcomings.
