Kind of? Even by comp standards Tsareena is RU. A few physical grass types are OU, except stuff like dhelmise, decidueye, trevenant, gourgeist, victreebel, cacturne, shiftry, abomasnow which are all below Tsareena.

If a Pokemon has viability, it generally receives usage.
if a Pokemon has low viability its usage drops and it falls to a lower tier where its viability would likely increase, unless it was a total meme Pokemon to begin with.

Tsareena is a fantastic in-game mon.
In competitive play, it can't quite handle OU.
It's a B Tier mon in UU and B- Tier mon in RU, so it has two tiers where it can do fairly well for itself(interestingly it does better in the higher one). So... it's a solid competitive mon, just not in OU.
It can also do well in doubles depending on the ruleset used- it was the 4th most used mon in the Moon ruleset- this is notable because Megas were not allowed, so Tsareena might rise again in a Mega-less meta.
