They do plenty of shitty things in these games, but reflections are the most excusable part. Screen space reflections are rarely accurate, even in AAA games.

I'm getting fed up of this alleged fault in the game.
Most games don't have real water reflection, and if you had any experience in development you would quickly understand why: it's performance heavy, it's a pain in the ass to code and it's difficult to find a pleasant solution.
Therefore, games stick to having fake reflections, or not have reflections at all, and guess what? No one bats an eye. Things like these are barely noticeable, and faking a reflection is completely standard. Hell, some games don't even have mirror reflections.

If they can't have real time rendering, then they must resort to presets, which need to resemble the ambient around the patch of water. The reflections they use do the trick, especially when players won't ever focus on looking at the water and comparing it to the world. In peripheral vision, it looks okay.

It's also literally impossible to pre-bake something like that into a 360 degree free camera movement game, as obviously you have to account for every camera angle and distance, and you can only do that with a real time solution.
It's only possible in fixed camera games to do what you are referring to.
