They've always preferred to use the different type when making cards. Dialga-Steel/Palkia-Water, Reshiram-Fire/Zekrom-Lightining. If they had different types they'd make the cards that type. They are either mono or share both types.

Whether you can see the color isn't important. What is important is that they are back to back cards and since the TCG orders sets by color, they have the same color. One could say that the number is also an indication of their type. Their position in the middle of the set shows Steel, Fighting or Dark since the order of types is the same in every set.

Yes, the wolves are steel type, but doesn't mean they don't have a secondary type, and no, the fact TCG followed pattern of making the cards of legendaries with different doesn't mean that is what is gonna happen now.

It has no reason not to happen if it can. Themed starter decks are guaranteed you can't do that with 2 steel type dogs. Different types means more chances to merchandise stuff. They'd never start with the same type first.

I don't think having same typed legend pairs when they could be different has happened once in an early set. Other than tag teams it's rare even in late sets.

Chances are they won't break it if they can help it. They still want to sell stuff and having 6 V cards in a set 2 of which, the more important ones, Steel when you can have more variety isn't a good idea.

I would gander that they are either both pure Steel OR their secondary types are something "boring"/common by TCG standards (Normal/Flying, Grass/Bug, Psychic/Poison/Ghost, Water/Ice, Fighting/Rock/Ground).

The first the starter deack are gonna be base on the starter pokemon, that way you ahve 3 decks..

Then in the expasion TCPi releases regular zacian and zamazenta cards for the new theme decks, the same thing that they did with sun and moon.

Base sets tend to have a good variety of all types, plus we're also getting the first mini set and a bunch of Japanese promos lumped in, so the odds of Zamazenta being the first of any type seems unlikely.
