Mario games take at least 3 years to develop from scratch. Odyssey almost had a 4-year development time, and it is considered by many to be the spiritual successor of 64.
Do note that some games such as Sunshine and Galaxy suffer from glitches and other bugs as a result of their development cycles, but those are just hiccups in the grand scheme. Pokemon's actual gameplay is the hiccup.
Even "enhanced versions" such as Galaxy 2 are amazing games that stand on their own.
The only Mario games that are crappy are the New Super Mario ones, but those at least put effort into the new mechanics, unlike Pokemon.
