As for the national dex itself, no single pair of games since Red and Blue has ever let you catch 'em all. Gen 2 needed transfers from gen 1, gen 3 needed you to own the Hoenn, Kanto, and Orre games, gen 4 and 5 both required transfers from previous gens (are there any that had to be transfered from 3 to 5? hard to google this), gen 6 required you to have both the Kalos and Hoenn games, and gen 7 requires transfers from gen 6. Not including these pokemon in the game's code is functionally no different for the vast majority of players; as for the completionists like us, our collections will still transfer forward via Home, you just won't be able to put them all in Galar save files. What difference does that make when you can still trade through Home?
