Top-Left is easily the best overall, very nice design that has elements that flow throughout, also has a good balance of human-like elements and creature elements not looking overly human. The official design I actually like quite a lot, I think out of the three starters it has the best design with a good flow to it, the only thing that really holds it back is the lack of a distinct trait beyond being a reptilian creature.
Third is alright although the body seems a bit too top-heavy to work with the design, in addition there are elements that are added and dropped throughout the design reducing its overall quality, the purple colour on the head, the glass bubbles on the torso and hands, the rounded horns of the tail, if the design was more consistent by dropping the purple and focusing more on the glass element to the design I'd consider it good. Interestingly I think the top-center has basically the opposite issue, design has good flow and the body is fine however its blend of human and creature is completely off, the beard-tie really fucks with the design and the very clearly coat-like dark blue on its torso stands out badly as a result, contrast with top-left where the coat flows directly into its arms, legs and tail seamlessly.
Bottom-Right more or less abandons the creature the Pokemon's based on entirely, its design also strikes me more as a middle-stage rather than a final stage, the "cool" elements to the design seem to clash as well with the core design resulting in it feeling more like two Pokemon designs merged. Top-right is easily the worst, significantly more human-like than the others without compensating for it, in addition the designs patterns clash with one another, the spots and zig-zags of the head crest, back fin and tail fin clash with the stripes of the tail and torso, in addition the clearly clothing-like patterns and the tie are completely unnecessary. Also while the bubble glasses fit well the horn doesn't.
