Does this mean Persian isn't in the Galar Pokedex? By extension, does this mean you can't transfer Meowth from Home, or if you do they will be unable to evolve in SWSH? What about Everstone breeding a Galarian Meowth?

See, it would be easier to just allow Persion than making these complex arbitrary blocks. What do you think GF would rather do?

With Alolan forms, that only worked if the mother was a regular form already. I don't see why Galarian forms would be able to give birth to regular forms.

If Galarian Meowth is in the regional dex then Kanto Meowth and by extension Persian are in the regional dex too. The pokedex doesn't separate by form, which is why all the Alola forms are still in LGPE and why the Kanto forms still have pokedex entries in SM.

Aren't pokemon capable of gigantamax marked in someway, hence needing to go through raids and events to get them? What's to stop someone from breeding the Gigantamax Meowth and evolving them into Persian?

Gift Meowth will be like the Notch Eared Pichu in HGSS. A separate species that cannot breed or evolve.

Kanto Meowth and Persian will be unobtainable.

Doubtful - if its in the Pokedex then its in, which means Persian must be too because nothing stops you transferring from Let's Go.
