I'm betting Rillaboom either slings the drum onto his back when moving around or the other side of it has a handle or something and he just straps it to his arm/hand.
Really hope his "out of ball" animation at the start of the fights has the drum on his back and he slams it in front of himself as he's coming down from being released from the pokeball.
