And the first stage even has a tail that looks like a bonfire as a reference to the fact people burn effigies of him over bonfires on November 5th. This Pokemon has a lot of inspiration and I love it.

But if he was a terrorist like isis, then what's with the holiday and new fox being based on him? There has to be another reason why this one guy in particular got so popular

Originally, the holiday began as a celebration of the plot's failure and an excuse for the brits to piss on the catholic church.
More contemporary portrayals, however, paint him in a more sympathetic light and he's become something of a symbol for anarchy and revolution.
