I think they're supposed to be arrows, similar to how regular Stunfisk has an exclamation point

and its mouth is patterned like a pokeball to act as bait for the trap

No they're footprints. G-Stunfisk is designed after a bear trap. It probably sits on the ground in a forest hoping to trick passrbys into thing it's normal ground.
