I think it's way Lucarios spindly little legs come out of the baggy shorts-looking fur. It creates the effect Lucario's whole body being so skinny. In the case of Cinderace, the difference between the lower legs and the "shorts" section is less stark, which I guess creates the effect of orange fur being closer to the skin.

Maybe calling it an eyelash is the wrong term altogether. It reminds me of that "Cleopatra"-style that girls tend to do with eyeliner.
