Another reason trade evos in Gen 1 were so bad was because it seemed like no one had cables. Had to wait for Chinese bootleg cables to show up at the flea market.

It's fine for dex filler, and in most cases, with a few exceptions like Gengar, trade to evolve Pokemon aren't really the cream of the crop battle wise so an optimized nature isn't needed for singleplayer use.
