Is it just because it leaves flaming footprints? Unless you count the fucking orange-yellow colour scheme, there is nothing in its design that justifies it's typing. And no, I don't mean that it needs to be on fire to count as a fire type, it's that the design and the type have nothing to do with one another.
My theory is that they wanted a soccer player Pokemon no matter what and designed this, but later remembered all the shit they got for having so many fire/fighting starters. So, rather than coming up with a different, actually good design, they just stripped the fighting type and changed nothing in the design. Just look at the fucking thing, you can tell it was supposed to be fighting type.
