Why? Bird pokemon have always been normal/flying, because flying as a type is more akin to "air", like the element. The pure flying type is reserved for tornadus, a mystical being related to air. I would understand if they were bird-like air creatures, but no, they're just the usual early game simple birds. And yet they're pure flying. It's like they're shitting on rules that were being followed for 20 years.
