Design-wise or region-wise? Design wise both Hoenn and Sinnoh had their fair share of terrible Pokemon. Unova is about 50/50. Region-wise Hoenn sucked with all the water routes and Sinnoh was too drawn out. Unova has the same problem. Going back and playing those three gens gets old fast
