It's alright,
I feel like you can tell Toby does his best work for his own projects though.
The comparison between that or the Little Town Hero stuff doesn't really matchup to Undertale or Deltarune's soundtrack.

Toby is a hack. Even with his own projects the music sounds generic. Megalovania is overrated. Even some Homestuck trash is in the Smash track.

Probably, but it kinda stands out among a lot of the typical pokemon soundtracks in these games, which I like. And you can definitely tell its something he made from just the way it sounds.

He was already working with Game Freak to make the Little Town Hero OST (which is overall pretty mediocre) so they decided to give him 1 pokemon song. And he blew it. I can't tell if it's because he wants to save his good shit for Deltarune or if Game Freak hindered his creativity, or maybe even a combination of the two.
