What the fuck was the point of these? Most of these forms did jack shit and sometimes made them worse. Who thought lowering Dugtrio's speed and removing Arena Trap was a good idea?

they were made for LGPE. Notice how most of their typing is for uncommon stuff in Kanto

they're cheap to make and saves dex space,

Yeah, even during SM's pre-release season people noticed it was seemingly trying to expand the Gen 1 dex's type variety. We just didn't know the real reason for it.

This. They needed to make "new" content that didn't have to be brought back in future entries. They probably tested the waters with Alola forms and now looking at Galar forms and the whole dex fiasco it'll probably be their approach from now on.

This. Also they were likely testing out fun ways to remarket older Pokemon since the gen 4 cross-evos were controversial with fans at the time, and Megas were only for final forms. it was a success so they branched out and continued to flesh it out in gen 8 to feature more Pokemon and regional evolutions.
